We are currently seeking a Technology Transfer Analyst to work full time. This position is located at the Joint Base San Antonio in support of the Air Force Medical Service Enterprise supporting Clinical Investigations Program and Clinical Research mission in San Antonio, TX.
The Technology Transfer Analyst provides services and support compatible with the medical facilities operating capacity and equipment to help organize and oversee GLOBAL Air Force Medical Service (AFMS) enterprise-wide, medical research, clinical and translational research, investigative activities and resources. The incumbent will provide Provides technical and functional leadership and direction of project tasks. Serves as resource across many programs and projects. Provides planning and advisory services to comply with Federal, DOD, and USAF policies/regulations. Prepares application assessments of research and development projects which may have commercial applications.
This position will be part of a team to provide technical professional services within Joint Base San Antonio in support of the Air Force Medical Service Enterprise supporting Clinical Investigations Program and Clinical Research mission. Provides specialized support of all 59th Medical Wing (MDW) technology transfer activities including:
Cost/Benefit Analyses: Support cost and benefit analyses in compliance with Office of Management and Budget Circular Number A-94, Guidelines and Discount Rates for Benefit-Cost Analysis of Federal programs to produce analyses of system life cycle costs and benefits.
Industry Relations and Advocacy: Establish linkages and integration of AFMS modernization objectives into existing or emerging regional/national/international technology and economic development plans.
Assist with development and nurturing of alliances to address relevant technology application opportunities, commercialization, and resource leveraging prospects.
Market and Technology Reviews: Conduct comprehensive search of commercial and Government sources, market surveys, and trade-off analyses of off-the-shelf and near-term development candidate technologies to satisfy AFMS operational criteria.
Requirements Analysis: Assist in the development of research requirements In Accordance With (IAW) DoD/USAF processes, policies, and their impact on research programs, and system designs.
Program Plans: Assist in research and preparation of AFMS research, technology transfer, technology development, and technology investment plans to organize and improve translation of research projects into practice.
Provide 59 MDW, AFMS and MAJCOM medical staff visualizations of new technologies created by clinical and translational research investments to assist in strategic decision making.
Assist 59 MDW Office of Research and Technology Applications (ORTA) with compliance of 15 USC 3710 and prepare application assessments of research and development projects which may have commercial applications.
Tracking and Reporting: Ensure capture and visualization of key knowledge-intensive business processes and related information structured to support continuous process improvement and efficient reporting of research, development, and technology transfer outcomes related to AFMS medical modernization objectives and other mandatory report requirements.
Short Notice Advice and Reports: Provide knowledge, skills, and abilities of medical, scientific, and technology advisors to rapidly deliver advice and assistance for the entire range of AFMS modernization goals and objectives.
Intellectual Property Management and Planning: Plan and implement strategies to define USAF rights to medical intellectual properties, to protect those rights, and assist with licensing and assignment of intellectual properties to benefit military medical operations and civilian healthcare if there is a commercial application.
Commercial Assessments: Conduct assessments of technology providers’ business, marketing plans, licensing issues, intellectual property agreements, economic studies, regulatory analyses, and international customer relations to ascertain the business risks of viable and sustainable solution providers for medical modernization.
Program Support: Provide project management support. Support in planning, scheduling, administration, participation, and post conference activities of Federal, DOD, and USAF sponsored meetings, conferences, symposia, colloquia, workshops, and, scientific advisory boards related to 59 MDW activities. The delivery date will be specified by the COR.
Knowledge Management: Define, plan, design, and develop knowledge management solutions to create business value through medical modernization activities and information assets obtained using technologies such as knowledge creation/categorization, content /record management, virtual collaboration, intelligent agents, knowledge discovery in databases, cognition emulation, and intelligent portals.
THE FOLLOWING REQUIREMENTS MUST BE MET TO BE CONSIDERED FOR THIS POSITION:
- Bachelor's degree in scientific, engineering, health services, mathematics, statistics, operations research or management science discipline from an accredited college or university and two years specialized experience in any area above responsibilities.
- Three (3) years’ demonstrated working knowledge of commonly-used concepts, practices, and procedures within project management.
- Three (3) years’ experience facilitating the planning, design, development of governing policies, programmatic issues, and/or technology.
- Three (3) years’ demonstrated knowledge of analytical skills for identifying trends, patterns, and insights in technical and scientific data.
- Possesses professional certifications or licenses if required for practice in field of study in state of residency.
- Ability to obtain an active favorable National Agency Check with Inquiries (NACI)
THE FOLLOWING IS DESIRED, BUT NOT REQUIRED TO BE CONSIDERED FOR THIS POSITION:
- Master's degree in scientific, engineering, health services, mathematics, statistics, operations research or management science discipline from an accredited college or university and six (6) years specialized experience in any area above responsibilities. Five (5) years’ demonstrated working knowledge of commonly-used concepts, practices, and procedures within project management.
- Five (5) years’ experience facilitating the planning, design, development of governing policies, programmatic issues, and/or technology.
- Five (5) years’ demonstrated knowledge of analytical skills for identifying trends, patterns, and insights in technical and scientific data.
