We are currently seeking a Lead Scientist – Physics. This position is located at DHS S&T, Vermont Avenue, Washington DC.

 

JOB DESCRIPTION

 

This Lead Scientist will support the Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Explosives Division (EXD).  The EXD falls within the Homeland Security Advanced Research Projects Agency (HSARPA) which supports cutting-edge research to produce revolutionary changes in technologies, new capabilities and threat and risk assessments for the Homeland Security Enterprise. The EXD promotes the development of effective techniques to protecting our citizen and country’s infrastructure against the devastating effects of explosives by seeking innovative approaches in detection, and in countermeasures.  

 

The successful candidate will serve as a recognized explosives and threat object detection expert, supporting the DHS S&T EXD by applying scientific expertise in defining and resolving system issues, performing analysis, and developing plans and requirements in the subject-matter area for complex systems.  The candidate will coordinate and manage the preparation of analysis, evaluations, and recommendations for proper implementation of programs and systems.

 

Job Responsibilities:

 

  • Lead major technical projects within time and budget constraints.
  • Provide scientific assessments of performer and potential technologies for explosives and threat object detection with emphasis on X-ray detection instrumentation and methodologies.
  • Perform the functions of technical expert in the identification, assessment, evaluation and testing of existing and emerging technologies, systems, and capabilities.
  • Gather, analyze, and compose complex technical information such as analysis of alternatives on technology solutions, technology capability summaries, and technical requirements documents. 
  • Coordinate and facilitate resolution of customer requirements including capability gaps, developing technological solutions, and participating in and contributing to strategic discussions.
  • Research and assess state-of-the-art and emerging trends in any given technology or scientific area including, patent activity, published articles, market information, conference proceedings, research reports, etc. 
  • Ability to monitor project performance and review deliverables to ensure technical, programmatic and financial goals and objectives are met, identify potential program risks, and provide way ahead.
  • Prepare and review presentations, reports, project schedules and weekly status inputs. 
  • Coordinate with related government, academic and industry programs
  • Engage in technical writing and produce technical documentation equivalent to a Technical Writer. 
  • Attend technical and programmatic meetings, including preparing agendas, presentation materials, meeting minutes, and Plan of Action and Milestones (POA&Ms)
  • Provide data collection and analyses of user requirements and of existing and emerging systems, capabilities, and technologies. 
  • Assist in preparing responses to S&T Executive Secretary and other data calls, as needed.
  • Assist with program solicitations.  This includes supporting the development of solicitation material, preparing Statement of Work (SOW) and cost estimates, administration of source selection reviews, and consolidating review input and scoring. 
  • Ability to communicate verbally and in writing and maintain effective working relationships with a broad range of operational users, technical developers and government program managers.
  • Other duties as assigned.

     

    THE FOLLOWING REQUIREMENTS MUST BE MET TO BE CONSIDERED FOR THIS POSITION:

  • Master of Science degree in physics, chemistry, chemical engineering, mathematics, biology or other technical discipline.
  • At least 10 years of experience in a scientific field to include 10 years of experience in molecular and/or nuclear physics
  • 10 years specialized experience providing direct or consultant scientific support to major programs or system development efforts, with  5 of those years providing direct or consultant scientific support to major programs or development efforts with an emphasis on X-ray detection instrumentation and methodologies.
  • Ability to communicate verbally and in writing and maintain effective working relationships with a broad range of operational users, technical developers and government program managers.
  • Ability to write both concise recommendation papers and longer analytical reviews.
  • Must be a US Citizen with an Active DoD SECRET Security Clearance and ability to maintain that clearance.

 

THE FOLLOWING IS DESIRED, BUT NOT REQUIRED TO BE CONSIDERED FOR THIS POSITION:

  • PH.D degree in physics, chemistry, chemical engineering, mathematics, biology or other technical discipline.
  • Experience working on-site at government client location and at Government test sites
  • Project management experience; capable of working with diverse multi-functional teams; and the ability to influence and collaborate with multiple stakeholders internal and external.
  • Excellent word processing and computer skills; familiarity with Microsoft Office software including Word, Excel, PowerPoint, as well as SharePoint and Adobe Acrobat Professional.
