We are currently seeking a Senior Combating Weapons of Mass Destruction (CWMD) PNC Analyst on a current/active contract team. This position located at MacDill AFB, Tampa FL.  

 

JOB DESCRIPTION

 

The Senior Combating Weapons of Mass Destruction (CWMD) PNC Analyst works in support of the US Central Command (USCENTCOM) Plans, Strategy, and Policy Directorate, CWMD Division, Partner Nation Capability Branch (PNCB).   The candidate serves as the Office of Primary Responsibility (OPR) for all bi-lateral and multi-lateral events in support of the Combating Weapons of Mass Destruction (CWMD)/Cooperative Defense Programs (CDP). 

 

The candidate must be able to coordinate, synchronize, and integrate planning and policy guidance as well as program execution associated with HQ USCENTCOM’s CBRN defense program, coordinate and interface within the J5-C Division, other directorates and components, as well as the Joint Staff (JS), the Office of the Secretary of Defense (OSD), Department of State (DoS), the Defense Threat Reduction Agency (DTRA), State Partnership Program (SPP), other US government agencies, and partner nations in the HQ USCENTCOM AOR.  The candidate will also support technical working groups by providing administrative and technical support for CWMD-related events including: conferences sponsored or supported by USCENTCOM; selected partner nation exercises and workshops; other activities that support USCENTCOM's CDP.

 

  • Serves as USCENTCOM representative for event activities relating to CBRN Defense missions.
  • Develops policy recommendations, provides expert advice, and conducts policy analysis on PNCB CBRN Defense matters in support of senior leader decision making.
  • Provides responsive, forward-thinking, and insightful policy advice, supports the PNCB Chief and performs a variety of duties related to development, preparation, and implementation of MC activities.
  • Demonstrate MC analyst knowledge of weapons of mass destruction matters, such as threat assessment, incident response, hazardous materials, laboratory, public health, emergency management, and related policy and/or program work.
  • Assist in the establishment and application of CBRN defense; provide technical advice regarding the CBRN defense equipment and operations; perform vulnerability analysis in the areas of detection, individual and collective protection, decontamination, and analytical instrumentation and provide CBRN defense sensitive site assessment/exploitation.
  • Provides CBRN defense technical advice and assistance for the purpose of assisting partner nations with developing a response strategy or course of action to enhance defense and coordinating assets and efforts in support of partner nation CBRN defense.
  • Makes recommendations on existing and new Interagency / International engagements related to expansion and implementation of specific instruments, increasing security and decreasing proliferation of WMD.
  • In-depth knowledge of OSD policies with regard to strategic Cooperative Defense Program (CDP) direction, policy guidance, budgeting, planning considerations and current activities on WMD responsibilities in the AOR. 
  • Knowledge of WMD plans and policies and the sequence and timing of key MC planning events, milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
  • Effectively coordinates and assists on policy and procedures to improve the integration of Weapons of Mass Destruction-related MC policy, doctrine and plans into all theater and strategic operations, actions, and activities.
  • Frequently serves as the primary point of contact for high visibility Combating Weapons of Mass Destruction (CWMD) bi-lateral and multi-lateral engagement efforts.
  • Maintains a continuous liaison with other HQ USCENTCOM staff offices and Service Component Commands.  Integrates CDP activities across directorates and with components
  • Coordinates MC events into a holistic program - designs and implements procedures to fulfill program objectives; establishes measures of progress and measures of effectiveness to assess overall programmatic effectiveness; prepares justifications and background papers on the technical aspects of assigned plans and projects; coordinates and organizes events, conferences, workshops, and meetings within a strict timeline; and performs follow-up activities.
  • Coordinates, synchronizes, and directs technical expertise in support of HQ USCENTCOM
  • Contributes to program development planning activities. In conjunction with the other CDP functional area leads, identify measurable objectives and milestones and develop functional area action plan and individual work plans annually.
  • Writes trip reports and responds to queries.  Coordinates and synchronizes program administrative, logistics, and budget requirements, maintaining communication with speakers, vendors, and participants.  Makes arrangements for presenters, location, travel, equipment, lodging, and food service; orders, prepares, and assembles event handouts and related supplies and materials; organizes and supervises event registration and set-up; and develops and maintains program budgets.  Monitors expenditures to ensure availability of funds; makes projections regarding expenditure patterns; and assists in resolving MC program budget challenges.

     

    THE FOLLOWING REQUIREMENTS MUST BE MET TO BE CONSIDERED FOR THIS POSITION:

     

  • A Bachelor's degree in a related, applicable discipline from an accredited college or university and ten or more years of qualifying experience may be substituted for the twelve years or more experience.
  • Ten years or more of qualifying military or government experience including a demonstrated knowledge of DOD and experience supporting senior level government agency(s).
  • Must be a US citizen with a current DOD Top Secret clearance and ability to gain and maintain SCI as a condition of employment.
  • Working knowledge of the DoD and applicable programs and experience with operations within a 4-star geographic combatant command.
  • Must be able to frequently travel to domestic and international locations (primarily Middle Eastern countries).  Estimated travel percentage is 25%-50%.  Overseas trips may require 20+ hours of one-way travel and an ability to operate in austere environments.
  • Proficient in the use of all Microsoft Office products, Microsoft Internet Explorer, and Adobe Acrobat products.
  • LAUTENBERG AMENDMENT: This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

     

    THE FOLLOWING IS DESIRED, BUT NOT REQUIRED TO BE CONSIDERED FOR THIS POSITION:

     

  • A Master's degree in a related, applicable discipline from an accredited college or university and five or more years of qualifying experience may be substituted for the ten years or more experience.
  • Previous experience on a Combatant Command staff (military, government civilian, or contractor)
  • Previous experience on the USCENTCOM staff
  • Joint Staff experience
  • Knowledge of the Theater Security Cooperation Management Information System (TSCMIS)
  • Experience in the Military Decision-Making Process
